Construction industry contributes greatly in the economic growth of a nation, the most developed countries in the world found their prosper through the investment in this sector because its progress impacts directly on the evolution of all the other sectors, such as health, transportation, education, agriculture, tourism, and manufacturing. That is why; countries seeking development are trying to increase the amount of implementation of Construction projects. Algeria for instance, in the last five years, is trying to diversify its economy away from hydrocarbon, in the sense of keeping its construction sector buoyant planning and investing billions of Dollars in the construction of many projects, such as, the Hauts Plateaux Highway, which will run 1020 km in parallel to the nearly-completed East-West Highway to the north, from Tlemcen to Tebessa on the Tunisian border, Tramway and Metro networks constructions and extensions, wastewater networks; and wastewater treatment stations constructions, cement plant and power plant implementations, and so many other similar projects. Such mega deal projects add to their huge need of funding by the country, need constant care and attention by the company in charge, therefore, must be managed in a very effective and predictable way to meet project needs. However, there is an increasing concern about the application of project management on construction projects, where organizations and their project managers find serious difficulties in meeting project management requirements, and in overcoming the project’s triple constraints, which explains our choice and interest in this dissertation
